EXCLUSIVE: US Embassy on the spot for Secretly Recruiting and Training Youth to Cause Regime Change in Uganda


According to a leaked dossier, H.E Natalie Brown, the US ambassador to Uganda like her predecessor H.E Deborah Malac and the US embassy are on spot for recruiting and training youth in political activism to cause regime change in Uganda through demonstrations and uprisings. According to the dossier, the US mission in Uganda is running a secret operation to slowly and tactically cause regime in Uganda through mobilizing youth and opinion leaders under what they coded as ‘mind set’️ change programs.
The dossier, states that the US mission disguises their activities under offering scholarship and mentorship programs to recruit youth who are trained locally and abroad in skills that can be used to exert political pressure on the government with a long term goal to cause regime collapse.  Some of the targeted members innocently fall into the recruitment trap by the US Embassy because they are unemployed.
This secret plan has its roots in Obama founded initiatives like the Young African Leadership Initiative (YALI) whose task is to create future leaders loyal to Washington. The main objective of the US mission and some EU missions in Uganda is to use the youth, especially the ones seen as rebellious /underprivileged to deepen their hatred for the NRM government so that they can help them collect information and also become a catalyst for regime change as they did in Egypt and Sudan.
The US mission is further using different foundations to effect the recruitment process.  The leaked dossier highlights the Mandela Washington Fellowship (MWF) which has been offering scholarship visas to youth as one of the foundations.  The recent batch of over 32 Ugandan youth to travel to the US for a mentorship program was in May 2022. 
Under this Operation, the US embassy also sponsors upcoming opposition politicians for orientation studies and tasked with recruiting more youth. 
According to the document, some of the personalities who have benefitted from the programs under the International Visitors Leadership Programme (IVLP) include Hon. Muwanga Kivumbi who was taken in 2014 and Hon. Francis Mwijukye in 2017. Kayira Richard of Bukkedde News Paper, Crispy Kaheru and Nicholas Opiyo were trained in using Human rights activism to hide their dirty activities.  

Grass root Recruitment 
Sources from some graduate alumni who were taken to the US on similar programs have confessed that they are used as agents to mobilize more unprivileged youth for recruitment and training in political activism.
Some of the recruitment agents includ Kaweesa Mark, CEO of the Break Dance Project Uganda, Mayanja Jamila, CEO of Smart Girls Foundation and Naluyomya Nulu, CEO Success Chapter. Other recruitment agents that were listed are Bukenya Whycliff, Nakajubi Sylivia, Ndugga Joram and Nkwanga Robert. 
It was further revealed that the US Ambassador secretly meets some youth at her residence under the guise of ‘visitors of high importance’️, who are then briefed to recruit politically rebellious youth with intention to deepen their political carrier, use them to collect information for purposes of collapsing the Ugandan Government. The document indicated that on 1st June 2022 Ambassador Natalie Brown secretly met with Mr. Moses Khisa who sneaked into the residence in a private Subaru car.  Information has it that Mr. Moses Khisa who lives in USA is receiving assistance from the US and in turn US Mission is using his school in Manafa as a recruitment ground in the area under the guise of mind-set change. In a bid to negotiate the recruitment deal, Ambassador Brown visited Khisaâs Village school on 3rd March 2022 and offered huge funding.

 LGBT a project far beyond what it is
The document also revealed the secret mission behind the US embassy funding and promotion of Lesbians, gay, bisexual, transgender and queer (LGBT-Q) as human rights tool to cause regime change.  The US mission has over time picked on the clergy to secretly recruit LGBT youth. Some of the clergy mentioned in the document included Fr. Luzindana, Fr. Masembe Cyprian, Fr. Joseph Semanda, Pastor Mpuga Simon, Pastor Turinawe Samson and Bishop Senjonjo Christopher who was dismissed from Church of Uganda over his promotion for Homosexuality. The mentioned clergy were all sponsored by the US government to study minority rights in the US in 2016.
The mission aims to secretly fund as many groups of LGBT as possible, give them scholarships with hope to use them to rise against the government in demand for their LGBT rights. The mission funds the Smart Girls NGO headed by Jamilah Mayanja and the Support Initiative for People with a typical sex Development (SIPD), a Gay promoting NGO coordinated by Kagwa Julius who is also a beneficiary of the International Visitors Leadership program of 2014.  
Further, it is indicated that clandestine youth networks promoting homosexuality have already been established in a number of urban centres especially in Kampala, Arua and Mbale cities.  
The Dutch hand involvement in the mix 
The document also revealed that the US embassy jointly operates this mission with the Netherlands embassy whose focus is perfect undercover political mobilizations through research activities. The dossier pointed out that the Dutch Mission to Uganda, has an understanding with Twaweza Uganda to do for them a number of research studies on the Ugandan economy and the Human rights field. 
In an interview with the chief Supervisor and Director of Research at Twaweza Uganda Ms. Violet Alinda, she consented to working with the Netherlands Mission in a mindset change program but said the organization has no extra activity with the embassy. 
However, a source from Twaweza who is a participant in the research program revealed that their task also includes identification of vocal disgruntled people against the current political establishment especially in respect of service delivery and democracy. 
The source further revealed that the focus of the research is targeting religious leaders, opposition politicians, local leaders, the youth, students and women. 
According to the revelations, this research is done tactfully to avoid government detection.  The source said that to do so, the Dutch Mission used a concealment of an appropriate research clearance from Makerere Institute of Social Research where Dr. Kafureeka, lawyer, a reknown anti Museveni researcher/lecturer and Dr. Kabumba Ijuka were given supervisory roles. 
It was established that in 2002, Dr. Kafureeka was charged with treason and detained at Kigo for over a year after being involved in rebel recruitment activities for Peoples Redemption Army (PRA) that was linked to Reform Agenda. However, the circumstances under which he got out of prison are unclear todate.
The well-placed source also said that the Dutch Mission funded the establishment of the National Governance Facility (DGF) which is meant to work hand in hand with the NGO –Forum to link with local NGOs for possible undetectable political activities meant to destabilize the status quo. 
Sources further revealed that the US Embassy programs are being undertaken jointly with a number of EU missions in Uganda and the ultimate aim is to build capacity among the youth who will work hand in hand with opposition groups to remove the NRM from power and also spread negative cultures such as homosexuality and lesbianism. 
These embassies are also reportedly closely guiding and monitoring the ongoing campaigns against the Government by Dr Kiiza Besigye (FDC/PFT/Red Card Movement) on one hand, and Hon Kyagulanyi Ssentamu (NUP/People Power/Kunga Uganda), on the other, where they are calling upon the population to go on the streets and remove the NRM from power. They have planted spies among opposition groups to document all human rights violations by Uganda Security forces.

UGANDA TO DEPLOY 160 PEACEKEEPERS TO SOMALIA

Uganda is set to send 160 Police personnel to Somalia for peacekeeping operations. According to the Uganda Police Force, the officers have finished a six-months training, and will be deployed by December under the African Union Mission in Somalia. The officers are meant to provide public order management and protection of African Union personnel and facilities. The team is part of the formed police units within the African Union, which rotates on an annual basis. "In Somalia, the officers will provide public order management, protection of African Union (AU) personnel and facilities within means and capabilities, and Support police operations that require a formed response," police added.
