    Oulanyah is a Ugandan agricultural economist, lawyer and politician, who serves as the Speaker of the 11th Parliament of Uganda (2021 - 2026). He was elected to that position on 24 May 2021, after defeating the former Speaker Rebecca Alitwala Kadaga. Rt. Hon. Jacob Oulanyah was admitted at Mulago Hospital then to Nakaseero Hospital where he wasn’t responding to medication until he went for specialized medical attention in the United States with the Opposition criticizing his move for specialized medical attention in Seattle.
